Expertise like many other things is globalized. Knowledge holders involved in our public action, more and more, are people that move across borders, but also among the relevant actors – public administrations in the larger States, international organizations, economic interests, NGOs, trade associations… As such, the experts of a State are often those of another.
They are part of transnational groups which are inconspicuous and poorly known, but who have a certain power over policies. This small book addresses this lack of knowledge and the possible misunderstanding, sweeping many examples and several historical periods.
